The only time I have seen this kind of behaviour was when (1) there were problems with the fiber optic cable (2) the attached control unit was not enabled and/or not responding properly (3) on older versions of z/OS when the number of I/O devices on this channel was very big and CONFIG tried to enable them one at a time. What's your z/OS version? What devices are on the channel? What can you find in SYSLOG and LOGREC during this time?
