After we first upgraded to z9, we had issues with tape CHPs generating errors, and phoning "home", when tape devices were powered down -- even after the CHPs were configured offline! Getting current with z/OS maintenance solved that issue. I suggest you do the same and see if it helps. If not, call IBM.
