The only reference I found was in the source code for OPEN, many, many moons ago. I've never had a problem with it, however I expect that our environments are different.
About all I can suggest at this point is that you try a simple test program, and dump it just before and after the OPENJ, to verify the contents. Additional control blocks (TIOT, SIOTs, etc.) may be helpful.
The other thing you might try, if your environment permits it, is to run authorized, and build the DCB, DEB, IOB, etc. on the fly, and avoid O/C/E code completely. But I don't know whether your security or audit staff would be too thrilled by that.
