You don't mention whether your surprise was about the preferred 
IND$FILE or that FTP is a customizable alternative.  I suspect you 
meant the former; I'm more surprised by the latter.

IND$FILE uses a 3270 data stream and must ride on top of an 
emulated 3270 session.  It's support by a Tn3270 client is reasonable.

Supporting FTP is clearly way outside the Tn3270's venue.
Does the Tn3270 client package provide it's own FTP client or should it
invoke the platform's "native" FTP client (if such a client exists)?
Does it assume there is an FTP server at the same IP addr as the 
Tn3270 server or does it ask for the FTP servers IP addr?
At the very least, there is more customization needed for the FTP
support than for the IND$FILE.

However, IND$FILE transfers are very slow compared to FTP.  I doubt
anybody would choose IND$FILE if FTP were available.
