The user transaction would be my guess. Every address space which support operator communications via the MODIFY command must use the appropriate services to say (1) that it will accept the MODIFY command; (2) how many MODIFY commands can be queued (usually 1); and (3) indicate that the MODIFY command has been "completed" via a "remove" type function.
