Good point.  Not just JES2 resources either.  The exit 6 that I wrote to do
the jobclass check (years ago) also checked for TIME= so jobclass standards
would be followed. TIME= was only allowed by production and we also
wanted to keep end users / programmers from using it with our "express class" 
which got a higher DP.  

But if too much is asked, it is more likely to get rejected.  So some more 
thought would have to go into what is really a priority for this type of
request.  JOBCLASS and account code would be a good start... similar to
what the ACF2 supplied exit does.
