You can't order 1.7, but they can migrate to 1.9 with no problems. As I have pointed out numerous time before, I've had no problems at any of the client sites jumping more than the "IBM recommended" migration jump.
In this particular case, they can probably pick up a used Z/series box and convert on it and pay for the "new" hardware with what they will save by dumping the 9672.
