With WLM inits and z/OS 1.8 (or above) this isn't as bad as it used to be. There were some problems with the new design and the work around was to issue "$T MASDEF,WLMPERF=OLD" to force the pre z/OS 1.8 behavior. So make sure you have the fix for OA21212 on and then do a "$T MASDEF,WLMPERF=NEW" if you implemented the work around.

ROTFLMAO! This JES2 job scheduling design flaw has been around since before I started programming for a living! The limitation was supposed to be finally relieved last century when WLM-managed batch initiators came into being with OS/390 V2R4. And, every couple/few releases since that time, IBM implements something new to "fix" it -- yet again!! It's like patching a leaky roof! :-D
