This should not be an issue. Authorized programs are not constrained by traditional limits on TIOT size and 24-bit virtual storage. They can use non-contiguous 31-bit XTIOT entries (S99TIOEX), 31-bit DSAB entries (S99DSABA), and specify that UCB addresses not be captured (S99ACUCB). Such programs can support literally hundreds of thousands of simultaneous allocations.
