We use PCs with just windows and IBM Personal Communications, using TCP/IP to talk to IBM 2074s.
We have 10 console sessions defined on each of 2 pcs, with the open window'ed sessions spilt between the 2 PCs. (We use 2 PCs to insure a backup console session.) We have 24 inch monitors, but this setup works with larger or smaller monitors. It is more a question of readability. I am sure you can use this setup with the Intergrated Console Controller cards.
