The Mellon Bank Mods were written prior to JES2's ability to run more than one converter process. Consequently, they do not guarantee serialization for the same reason that CNVTNUM=>2 users don't get serialization. For more info, see:

So, my $0.02 (before taxes) would be to consider a job scheduler. One
big benefit is you can have one tomorrow as opposed to waiting
potentially years for IBM to consider JES modifications.
