Is there a way *YOU* (as an application programmer) can do it - tough
question ???.
There are no doubt tools on the cbt - they aren't that hard to write.

Simplest answer is to use a "D GRS,RES=..." (operator) command -
although I have been berated in the past by another on this list for
suggesting such a thing is even possible for a "non-sysprog". In any
shop with my hand on the tiller, I would need persuasive evidence to
restrict such a display command.
It is certainly the most efficient means of determining ENQs from my
cursory inspection (on a GRS ring).
