The "last modified" date on GIMJVCLT corresponds to the last service that touched it, which was on as shipped with the serverpac.
I've gone back and looked at the original serverpac output. The "last changed" date corresponds to the date the HFS was loaded during serverpac install. To answer your question, I've searched the directory tree extensively to make sure there aren't updated copies of this somewhere. There aren't. Are you sure you don't have a maintenance root or a copy of it with the correct level? What does you DDDEFs tell you (if anything)?
