That is level 34.09. So it isn't your HFS that is back leveled, it is your loadlib that is forward leveled. Again... some sort of maintenance screw up, or a manual copy of a higher level into your loadlib that GIMSMP is being picked up from. Which brings up a point... Since you say there is no joblib/steplib, are you sure GIMSMP is being picked up from the SYS1.MIGLIB that matches your system level?
