IMHO not. Unless you mean "penalty box" and similar tricks.
I think job-based billing makes more sense, especially if the jobs don't go up
just because you upgrade.
In fact the background is "what's *fair* fee?" Should it be based on
MIPS, MSU, "technical MSU", # of CPs, or simply how rich is the customer
