Bob is absolutely correct. I needed CSECT information for a project I was working on that was analyzing a dump using IPCS. I ended up dynamically calling AMBLIST, feeding it control statements and then parsing it's output. The process was to automate checking whether a client had certain patches applied to their software at the time of an abend. The problem was I never knew which patch was to be checked so it wasn't something we wanted to build a static checker for.
