Gary,

I believe you are thinking of IPOUPDTE.  I am not sure about the zapping part 
or if it is even shipped any more.

Today there are many options that can do a similar process.  There may even be 
something on the CBT tape with the PDS command.

But, PDSMAN if available can do what you are looking for.
