Jim - The CA-PDSMAN String Scan and Replace facility (PDSM18) allows you to do what you've described. You can specify wildcard character or pattern characters in both your target and replacement (if desired) string specifications.
The facility executes online via the EZYEDIT ISPF Productivity Platform, using ISPF panels, or in batch mode. You can also scan for strings across all members of multiple data sets.
