Just to finish my interest in this issue for the time being. Over on
IBMTCP-L, I learned that Bluezone's free FTP client works with z/OS
native SSL FTP. This is "good enough" for us now.
   I still think that requiring configuring and activating Policy Agent
so that AT-TLS can be used is not the best answer from IBM on this
issue, but I have higher priority work to do RIGHT now. 
   I also think that the FileZilla strict adherence to a revised RFC
clause, without providing an option to turn it off, is shortsighted,
verging on excessive open-source arrogance. 
   But, again, my users can again do their job, I have an OS upgrade to
do, and we will now tell folks about the Bluezone client.

FTP is now mission critical in some z/os shops. Here is a good place, I
