Well, if you say so. If you use the ACFSVC interface to do resource or data set validation, it is theoretically possible to build your own control blocks including the ACUCB which points to the UID. The length of the UID would still be as determined by the FDR. Without a better understanding of what you are trying to do and why it can only be achieved with a "dynamic UID", I would not recommend trying to build your own ACUCB to do this.
