IKJ56866I DATA SET DOTCWS.CTLIB NOT ALLOCATED, CONCURRENT ALLOCATIONS EXCEEDED This was using BPXWDYN to allocate the files. I did not try to open them just allocate. Oddly, the return code was always 0.
