Is this file a user catalog?

If so, F CATALOG,CLOSE=ucatname (check the syntax on the command)
And then issue your delete again.

It would help if you posted the output from the job and a listcat of the
dataset.

A second thing to try would be to alter the VSAM shareoptions for the
dataset to SHR(2,3) and retry.
