True, but HFS/ZFS data is not packaged the same as PTF. Every time I
have looked, it seems that a complete replacement of the target is done.

Rather than supplying a replacement for 1 file from a given directory,
IBM replaces the entire directory, thus the apply redo will be
successful and provide the intended result.

I understand that he did not want to update his "production" HFS/ZFS's.
At this point the "production" HFS/ZFS's are "damaged". 

The choices are:
A) Restore to the prior level and redo the entire apply  
B) APPLY REDO the maint to the existing "damaged" HFS/ZFS and go
forward. 

Either method will provide at the end of the process "undamaged"
(logically consistent) HFS/ZFS's. 
The choice is, of course, the OP's.
