Do you recall any need for a cold start to use LARGEDS=ALLOWED? Buffers? 
Checkpoint?

Don't know about -27s, but SPOOLDEF LARGEDS=ALLOWED works well on our
1.8 system on -9s.  That's about 150,000 tracks.
