I do remember, vaguely, one of the IBM'er here saying that the z/OS dispatcher dispatches the work on a CP, zIIP, or zAAP. But, of course, he did not go into how the dispatcher determined what dispatchable unit of work as eligible for which type of engine. So "flipping a bit" sounds likely. Perhaps in the TCB and/or SRB. I admit to being curious about it.
