Yes, that was the justification for the parameter. So the expiration date gives you no protection against unauthorized READ access, and doesn't prevent deliberate destruction of the data. In the context of the thread's "hacking", the password mechanism provided more, albeit not complete, security. Most installations found ways to restrict access to sensitive program (xMASPSZAP) and function (PROTECT ADD, that would have allowed someone to add a password for a data set not having one).

Also many operators acquired the bad habit of replying U to everything, and only checking what it was for if it didn't work.
