It is a Temporary fix until the next release of the program where all of the code is then at a new base level (FMID). IOW: When the code is issued at FMID level is has no known errors. Once some are found they are reported as APARs (and possibly fixes are issued). Then the APARs are temporally fixed by PTFs (which fix the newly discovered errors in the FMID level code). Eventually "clean" permanent code is released as a new FMID level.

Note: I am ignoring the use of PTFs to issue new functionality and only addressing the correction of code and functionality in the FMID code.
