This is possible; the Users Guide has the details on how to set it up. For compiling under a shell, you need to export STEPLIB to point to SCCNCMP, SCEERUN, and SCEERUN2, and then set a *bunch* of _C89_* variables (if you are using the c89 command), or _CXX* variables (if you are running the cxx command), etc.
