AFAIK the oldest OS that will IPL on a z196 is 1.10. On our z196 the oldest IPLable OS is 1.8 (this under VM). (And on a z10 it was 1.6). On older operating systems WLM causes a WAIT. If you are on one of the extended support programs this may vary slightly, but 1.4 isn't going to work.
