Seconding what Chris mentioned: Express Logon. It (and Personal
Communications and Host On-Demand) even support certificates from smart
cards.

However, I would think about whether terminal emulation screens are what
you should be presenting to that group of users in 2012 and beyond. Perhaps
a Web user interface is more appropriate, perhaps not. There are myriad
ways to do that, and from z/OS directly. WebSphere Application Server for
z/OS, for example, knows all about RACF. Just as with other UNIX servers --
Solaris, for example -- terminal emulation is supported and probably will
be "forever." That doesn't mean it's the one and only choice for your
users.
