Agreed.  I tried three different (UNIX) clients and all accepted SITE without
QUOTE.  I don't recall whether in the past I encountered ond that required
QUOTE, or it's used in an example somewhere.  Of course, the IETF RFCs
don't govern client user interfaces; RFC 959 doesn't even mention QUOTE.

But have you tried both SITE and LOCSITE, with identical arguments,
in the same transaction?
