I like the process tar than upload to uss and then pax

Just using standard tools, on PC I would use tar to create a tarball including 
all the files. The tarball may then be uploaded (binary) to z/OS USS and files 
extracted there using PAX.

PAX can manage the ascii to ebcdic conversion, but this assumes that the 
tarball only contains text files.
