We also just recently started getting a Wait state at IPL on one of test lpar sandboxes and nothing had changed on our system. It wasn't consistently failing either. I opened up a case with IBM and was told to put in ESQA in INITSQA. Of course, that resolved our issue. I just wanted it to consistently fail and I wasn't able too.
