If REFRPROT is set (in PARMLIB?) REFR objects are loaded in write-protected
storage.  REFRPROT is off by default, in an obsession to preserve compatibility
with archaic incorrect code.  Alas, REFRPROT has universal scope --
individual programmers have no way to set it for their code.
