I am guessing that there is an entry in the ALLOCAS device usage tables and 
that at some point after the last IPL, this device was used by the system for 
something important (maybe XCFAS/LLA related - but maybe not) and the device 
usage entry has not been removed.

It is also possible that this might be for a very good reason, rather than a 
bug, and forcibly removing this device might cause system instability.

I suggest opening an issue with IBM support to see if there is anything they 
can do to diagnose this further.

We have BMC's Mainview, and one can issue the TIOT command for a particular 
address space.  I ran the command for *MASTER*, and there were no allocations 
for the volume in question.

The original issue was "Why is *MASTER* holding a volume?"
So, yes the suggestion is to dump (or look live if you have the tools) and the 
TIOT in *MASTER* looking for entries pointing to the volume and determine the 
dataset being held.  I've never needed to do this, so don't ask me any more 
about how to actually do this :)
