I am guessing that there is an entry in the ALLOCAS device usage tables and that at some point after the last IPL, this device was used by the system for something important (maybe XCFAS/LLA related - but maybe not) and the device usage entry has not been removed.
It is also possible that this might be for a very good reason, rather than a bug, and forcibly removing this device might cause system instability. I suggest opening an issue with IBM support to see if there is anything they can do to diagnose this further.
