I have to believe that enabling of recalls will be enabled as a normal course 
of affairs, they just might not be enabled at the time of the initial running 
of that check.
So simply leaving things alone and letting the IPL complete seems like both the 
simplest (and usually right) approach.

It is true that a lot of sites will not migrate APF-authorized data sets. There 
is nothing intrinsically wrong with that. A migrated APF-authorized data set 
(when the APF entry does not indicate "SMS-managed") must be recalled to the 
volume from which it was migrated.
