Just went through something similar.  Had a STC which was under AUTOLOG.  
Looked fine, but TCPIP kept cancelling and restarting it.

Solution was to add NOAUTOLOG to PORT statement, then manually start the STC.

Wonder if AUTOLOG and NOAUTOLOG can coexist.
