As the ISV's have been aware for years, z/OS is working to reach the goal of 
allowing the ASCB to be above 16M to reduce below-16M virtual storage usage. 
This is the sort of thing that was done with the ASVT, LCCA, and PCCA. At some 
point customers will be given the option to activate this. At some point after 
that, it might be made the default.

As this effort continues, we find places that assumed that the ASCB was below 
16M that now need to be changed in order to accommodate the goal. This was one 
of them.

Unfortunately, the change was not done correctly.

It also happens to be in a part within an area that has no new releases and 
thus any change via PTF might be installed on just about any release including 
those that are out of service that do not require z/Architecture. Not wanting 
to worry even a little about that, the thought was to avoid such instructions 
as SAM24/SAM31 (which, if used, would have happened to avoid the coding error). 
 It was also because of this that the change was made in a PTF rather than just 
in a "new release".

As with other z/OS PE's there will be a discussion about what failed in our 
process to allow the error to slip through, with appropriate actions taken.
