a couple of things I see in your configuration, but without seeing your parms for the task and the IZUPRM member I cannot really diagnose.

1) at zos2.3 the userdir was moved to /global/zosmf/    from /var/

I think that's what the IZUG084W: message may be stating -

make sure you are using the supplied proc for IZUSVR1, I had a similar issue moving from z/OS 2.1 or 2.2 that proc pointed to /var/zosmf

unless you're started a local knowledge base server I'd specify KCINDEX=NO
