It is how IBM creates an internal-use macro for a new op-code before the 
assembler support is available. It is pretty hopeless without an S-Con.
And while I no longer have access to things I had coded to try to "remember", I 
really did think that there is something in the assembler language that lets 
you do the 12-bit displacement part and the 8-bit displacement part for a 
long-displacement instruction.
