The line above is for the default choice, so NOCICS is in the right place.  
CICS is what's misplaced.  The main line indicates that a choice is required, 
so it should be empty when there's a default, and alternatives go below it.  
This should be:

(I've never understood *why* the main line isn't used when there's a default, 
since it doesn't create any ambiguity.  Apparently the author of this diagram 
didn't, either.)
