Yes, There are many many calls to MQCONN, MQOPEN, etc in the PL/1 for MVS 
programs.

So what kind of investment in PL/1 is involved.

All applications are developed in PL/1
Up to 50% applications are developed in PL/1

All CICS transactions are PL/1


This type of information could be helpful with your question.

Any upgrade will be depended on how vested you are in the compiler and how time 
critical your applications are.

z/OS V2.1 and CICS TS 5.1 are fairly new.  I am not sure that there are many 
shops using these levels of software at this time.

You may also, if you have not done so, join the CICS Newsgroup and ask this 
question over there as well.
