Thanks again Bob - the second part of my questioning was aimed at the situation Ed mentioned. I was hoping for some indication in the TCB that might assist in PROJECTCPU calculations if a TCB was explicitly chosen in a non-zIIP environment. I did check the mapping but didn't find anything overtly useful. But, I don't (never had) access to the ISV doco, so was hoping something undocumented might be in play.
