That option only applies to so-called "VM Mode" LPARs, where all types of 
specialty engines and CPs can co-exist.  Linux can run on any type of 
processor, but if it's in an LPAR with z/OS, you wouldn't want Linux adding to 
your z/OS software charges, so the z/VM USER DIRECT file was enhanced so that 
you can specify just what types of processors a guest can use.  In a z/VM and 
Linux only LPAR, it's not necessary, since there's only one type of processor 
to dispatch work on.
