The issue here is not whether "time spent resolving page faults and such" is counted. It should be counted; but it should also be broken out, reported separately.
The chief problem with "uncaptured" time is its miscellaneous/heterogeneous character, which makes any scheme, however clever, for partialling it out indefensible because "unfair" to some users. Any "complete implementation" that assigns more of it to functionally meaningful categories is to be strongly encouraged. Misattribution, inclusion in the wrong category, would, on the other hand, be a step backward. I strongly suspect that this is really EJ's concern, but he can of course speak for himself.
