In my opinion, it depends on the box you're running on. We ran a z196 at a 4:1 
ratio. The result was that up to 1.5% of all cpu consumed on that box across 
all apars was spent in PR/SM (according to the SMF70 records) when the box was 
running at 100% for hours. Nevertheless, the work got done. Eventually. An LPAR 
with a low weight in that situation could take up to 30s for a TSO response at 
WLM importance2.

The same workload ran on a z9 before, in a 3:1 ratio. In that case, the SMF70 
records for the box were showing less than 1% overall cpu consumed in PR/SM. 
TSO response was still bad :-(
