Very true.

Or, you can have LPAR 1, 2 and 3 use System Logger ('LOGSTREAM') for LOGREC, 
but LPAR 4 to rather use SYS1.LOGREC.

Pointless, but you can have this configuration, for example if a path is not 
available and you need EREP data from that LPAR 4 urgently for diagnostics.

You can perhaps do the same for shared RACF DB, but it is absolutely NOT 
recommended.

But still, CF cannot be shared by Sysplexes.
