Here is the Announcement letter for what is I believe to be the last version 
release of the product and I hear you about the difficulty in ordering, I think 
it is still orderable, but I am not totally sure how anymore.

The product ID is 5655-D45, I do not think the ESL charge option is available 
anymore.

This is called, somewhat optimistically, by its partisans, "CMS/TSO Pipelines":

People have reported difficulties ordering the TSO flavor: some sales reps 
can't identify the product.  The page cited provides a part number for the 
documentation but none for the product.
