Ah yes, the addendum must explain it. We have never coded ALLOWCMD(Y). Is that 
the whole difference?

I guess I should have added "if you define it properly" to that statement.  For 
example: 

CONSOLE DEVNUM(SYSCONS) NAME(&SYSNAME.HMC)  
        ROUTCODE(1,2,10)                    
        ALLOWCMD(Y)
