Paraphrasing the JCL Reference manual: MEMLIMIT parameter specifies the limit on the total size of usable virtual storage *above the bar* in a single address space.
REGION is for below the bar, MEMLIMIT is for 64-bit addresses above the bar. It's been that way "forever". Since we specify region on all the jobs, we kind of considered that parameter "obsolete" if you know what I mean since it never affected anything. We will probably change it. Since the TSO address spaces always have a region, I wouldn't think that changing MEMLIMIT in SMFPRMxx would have no effect.
