Paraphrasing the JCL Reference manual:

MEMLIMIT parameter specifies the limit on the total size of usable virtual 
storage *above the bar* in a single address space.

REGION is for below the bar, MEMLIMIT is for 64-bit addresses above the bar.

OH, no reason. It's been that way "forever". Since we specify region on all the 
jobs, we kind of considered that parameter "obsolete" if you know what I mean 
since it never affected anything. We will probably change it. Since the TSO 
address spaces always have a region, I wouldn't think that changing MEMLIMIT in 
SMFPRMxx would have no effect.
